In order to thoroughly implement the guiding opinions of The General Office of the State Council on accelerating the promotion and application of new energy vehicles (guo ban fa [2014] no. 35, hereinafter referred to as the guiding opinions) and accelerate the promotion and application of new energy vehicles in the transportation industry, the following implementing opinions are hereby proposed:

I. general requirements

1. Fully understand the spiritual essence of the guiding opinio

As a strategic emerging industry, new energy vehicles represent the development direction of the automobile industry. The development of new energy vehicles is of positive significance to China's improvement of energy consumption structure, reduction of air pollution, and promotion of the transformation and upgrading of the automobile industry and the transportation industry. The CPC Central Committee and the State Council attach great importance to the development of the new-energy automobile industry and make the development of new-energy automobile a national strategy. According to the current situation of the development of new energy vehicles in China, the guiding ideology, basic principles, development policies and guarantee mechanism for promoting the development of new energy vehicles are clarified in the guiding opinions, which is an important program for accelerating the promotion and application of new energy vehicles. Transportation industry is one of the important fields of new energy vehicle promotion and application, and is the main force of promotion and application in the field of public service. To accelerate the transformation of the mode of transportation development as the main line, to serve the construction of green transportation as the goal, to optimize the structure of transportation energy consumption as the core, innovation promotion and application mode, implementation of supporting policies, improve the system and mechanism, accelerate the promotion and application of new energy vehicles in the transportation industry.


2. Basic principles.

-- adhering to policy guidance. We will improve and implement supporting policies for the promotion and application of new energy vehicles, create a favorable policy environment for the promotion and application of new energy vehicles in the transportation industry, and guide transportation enterprises to take the initiative and choose more new energy vehicles.

-- adhering to market dominance. Adhere to the enterprise's main body status, play a decisive role in market allocation resources, innovative application mode, standardize the market operation rules, efforts to reduce new energy vehicle purchase, operation, maintenance, the whole life cost of battery recycling, stimulate enterprises, new energy vehicles in the transportation industry to realize the sustainable use.

-- focusing on key areas. In terms of vehicle type selection, the focus should be on the promotion and application of plug-in (including extended program) hybrid electric vehicles and pure electric vehicles, actively promoting the application of fuel cell vehicles, and researching and promoting the application of energy storage supercapacitor vehicles and other new energy vehicles. In terms of industry selection, the focus is on urban bus, taxi and urban logistics distribution, and actively expand to car rental and postal express and other areas.

-- adapting measures to local conditions. Under the leadership of the local people's government, combined with the actual situation of the transportation operation organization and the development needs, to do a good job in the selection of new energy vehicles technology demonstration and related work, actively and steadily promote the promotion and application of new energy vehicles in the transportation industry.

3. Overall objectives.

By 2020, the application of new energy vehicles in the transportation industry has begun to take shape, with a total of 300,000 vehicles in urban bus, taxi and urban logistics and distribution. The supporting service facilities for new energy vehicles are basically complete, and the operating efficiency and safety level of new energy vehicles have been significantly improved. It is embodied in:

-- the application scale has been significantly expanded. The proportion of new energy vehicles in urban buses, taxi vehicles and urban logistics distribution vehicles has been significantly increased, and the service of charging and changing facilities has been improved. New energy vehicles account for no less than 30% of the number of new or updated buses, taxis and logistics distribution vehicles in cities. In the beijing-tianjin-hebei region, no less than 35 percent of the new buses, taxis and urban logistics distribution vehicles have been added or updated. By 2020, there will be 200,000 new energy city buses, 100,000 new energy taxi vehicles and urban logistics distribution vehicles.

-- the use effect is significantly improved. The operating efficiency of new energy vehicles in the transportation industry has been significantly improved. The operating efficiency of pure electric vehicles is no less than 85% of that of fuel vehicles with the same vehicle length. The reliability of new energy vehicles put into the transportation industry has been significantly enhanced, and the failure rate of vehicles has been significantly reduced.

-- capacity for sustainable development has been significantly enhanced. Regulations, policies and standards for the promotion and application of new energy vehicles in the transportation industry have been basically established, and the mechanism for sustainable development is relatively perfect. The purchase, operation and maintenance costs of new energy vehicles decreased significantly, and the initiative of transportation enterprises to purchase and use new energy vehicles increased significantly.


Ii. Main tasks

4. Strengthen planning guidance. Combining with the characteristics of urban economic and social development, urban traffic development and residents' travel needs, new energy vehicles will be applied into the urban public traffic planning and urban comprehensive transportation system planning, the goal of new energy automobile application and supporting policies, technical route and key tasks, and in accordance with the principle of "appropriate leading, scientific layout, filling in total electricity facilities and the layout demand is put forward. We should actively cooperate with relevant departments to bring necessary charging and changing facilities into the urban electric power development plan and the urban power grid construction and transformation plan.

5. Improve the implementation plan. According to the principle of "overall planning and step-by-step implementation", formulate the implementation plan and annual implementation plan for the promotion and application of new energy vehicles in the transportation industry, and reasonably determine the models and the scale of transportation capacity. Transport enterprises with a high degree of intensification, a sound management system and standardized operation are encouraged to invest in the use of new energy vehicles and the construction of charging and changing facilities. According to the technical characteristics of new energy vehicles, local actual and operational needs, optimize operation scheduling and facility layout, and improve the operational efficiency of new energy vehicles.

6. Strict selection of new energy vehicle technology. Combined with local urban traffic and bus network, taxi model structure, urban logistics and distribution traffic management, scientific selection of new energy vehicle models. New energy vehicles must meet the relevant national technical standards, new energy buses should also meet the "classification and rating of bus types" (JT/ t888-2014), equipped with safety monitoring and management system, battery box special automatic fire extinguishers and other safety equipment; Vehicle interior decoration and floor flame retardant performance in line with the relevant national and industrial standards. New energy urban logistics distribution vehicles should also meet the "urban logistics distribution vehicle selection technical requirements" (GB/ t29912-2013). The quality guarantee period of the whole new energy vehicle and its key components (motor and its controller, battery and management system, on-board charging equipment, etc.) shall be no less than 3 years, and the vehicle shall pass the reliability test of 15000km; The number of approved members shall not be lower than 85% of the fuel oil vehicles of the same length; The ratio of the total mass of the power battery system to the vehicle's reconditioning mass shall not exceed 20%, the battery capacity attenuation rate shall not exceed 15% during the warranty period, and the cycle life of the vehicle's power battery pack shall reach over 1000 times. Priority should be given to new energy vehicles with long driving range and high reliability. For pure electric buses (except super capacitor and lithium titanate fast charging pure electric buses), in principle, vehicles with a driving range of not less than 200km should be selected. We will encourage manufacturers of new energy vehicles to research and develop special models for new energy vehicles that meet the needs of transportation operations.

7. Promote the improvement of charging and changing facilities. Actively strive for the support of the urban people's government, in the old city reconstruction and new city planning and construction, combined with the actual needs of urban buses, taxis, urban logistics distribution and postal express vehicles, and cooperate with the relevant departments to accelerate the construction of necessary charging and changing facilities. In the planning and construction of urban comprehensive passenger transport hub, bus hub, taxi operation station, urban logistics distribution center and service area, express logistics park, according to the needs of the allocation and construction of rapid charging and changing facilities; When planning and constructing urban bus parking lot, maintenance yard, repair shop and taxi parking lot, it is necessary to build charging facilities with "slow charging first and fast charging second". For the existing urban bus, taxi, urban logistics distribution station, in line with the conditions for construction, combined with the actual needs, accelerate the construction and improvement of charging and changing facilities. We will encourage and support nongovernmental capital to enter service areas such as the construction and operation of charging facilities for new energy vehicles in the transportation industry, vehicle leasing, battery leasing and recycling.

8. Promote the implementation of supportive policies. Actively cooperate with the financial and tax departments at the same level to implement preferential policies on vehicle purchase tax. On September 1, 2014, solstice and December 31, 2017, pure electric vehicles, plug-in hybrid electric vehicles and fuel cell vehicles were exempted from vehicle purchase tax. We should actively cooperate with the financial, development and reform departments at the same level, formulate policies to support the promotion and application of new energy vehicles in the region, and provide necessary support in purchase subsidies, loan interest discounts, operating subsidies, maintenance of charging and changing infrastructure, promotion and application publicity, and research subsidies. We should coordinate with the reform of subsidies for refined oil prices for urban buses, actively implement relevant policies and requirements, link the amount of subsidies with the completion of the promotion target for new-energy buses, and form a mechanism to encourage the application of new-energy buses and limit the growth of fuel-powered buses. We will actively cooperate with relevant departments to promote the implementation of preferential policies on vehicle and vessel tax, consumption tax, land use for charging and changing facilities, and preferential policies on electricity prices for new energy vehicles.

9. Improve the operation policy of new energy vehicles. The operation right of city bus and taxi shall be given priority to new energy vehicles, and the transportation enterprises with high promotion and application degree of new energy vehicles shall be inclined or special new energy vehicle transportation enterprises shall be established. We will strive for the support of the local people's government, set no limits on the number of new energy vehicles that can be sold or purchased, and appropriately relax the quota of operating right for new energy taxi vehicles.

10. Innovate promotion and application models. In the transportation industry, research and improve the new energy bus "finance lease", "separation of car and electricity" and "rent for sale" and other operating modes. We will encourage pure electric vehicle manufacturers or specialized rechargeable and change-over facilities operators to carry out battery leasing for pure electric buses. We will encourage new energy vehicle manufacturers or financial leasing enterprises, promote the leasing of new energy buses, and reduce one-time purchase expenses of public transport enterprises.

11. Strengthen safety and emergency management. Urge relevant transportation enterprises to implement the main responsibility of production safety, and effectively strengthen the management of their drivers, stewards and vehicles. Strengthen the operation safety monitoring of new energy vehicles, incorporate the intelligent operation monitoring platform of urban traffic, and improve the basic information of new energy vehicles. Urged relevant transportation enterprises to speed up the installation on the new energy bus, taxi real-time monitoring device, the technology of vehicles running state, charging status, battery monomer real-time monitoring and dynamic management, and establish the new energy vehicles running data acquisition and statistical analysis system, provide basic support for the safe operation of the new energy vehicles. We will urge transportation enterprises to establish and improve a system for regular inspection, maintenance and repair of new energy vehicles, strengthen technical management of new energy vehicles, and establish a full life cycle operating record of new energy vehicles. Formulate emergency procedures and measures for new energy vehicles when they break down, operation turnover is not smooth, bad weather and passenger flow surges, so as to improve the emergency handling capacity.


3. Safeguard measures

12. Strengthen organizational leadership. According to the relevant requirements of the joint meeting system of promotion and application of new energy vehicles in various regions, take the initiative to strengthen coordination and cooperation, promote the refinement of supporting policies and supporting measures for promotion and application of new energy vehicles in the transportation industry, form a multi-force force, and promote the implementation of policies. In the light of local conditions, we will accelerate the formulation of concrete implementation opinions and action plans for the transportation industry to implement the guiding opinions, clarify work requirements and schedule, and promote the healthy development of new energy vehicles in the transportation industry.

13. Strengthen the construction of laws, regulations and standards. We will actively promote the construction of laws and regulations related to urban public transportation, taxi and urban logistics distribution, and provide legal guarantees for the formulation of programs for the promotion and application of new energy vehicles, construction of facilities, vehicle access, driver training, safety management and policy support. Strengthen the new energy automobile application technology support, research to develop new energy bus, taxi, city logistics distribution and postal express delivery vehicle technology access and exit standards, vehicles, and special components (battery, etc.) maintenance service specification, etc., establish and improve the new energy vehicles using the link of technical standard system.

14. Strengthen technical support. According to the requirements of relevant national and industrial standards, strengthen the daily maintenance of new energy vehicles to ensure the technical performance of the vehicles. Strengthen the urban bus line layout, charging and changing facilities configuration, bus line matching and other aspects of research, improve the efficiency of vehicle operation. We should make full use of new technologies such as the Internet of things and cloud computing, strengthen the collection and analysis of the operation data of new energy vehicles, and establish an evaluation and feedback mechanism for the application effect of new energy vehicles in the transportation industry. Actively coordinate with relevant departments to establish a new energy vehicle recall mechanism to timely recall new energy vehicles with high failure rate and poor reliability. Guide new energy vehicle manufacturers to accelerate the construction of after-sales service system, to provide timely and efficient maintenance services and necessary technical support for the normal operation of new energy vehicles.

15. Strengthen personnel protection. Attach importance to the development of vocational education and job skills training, increase the training of new energy vehicle engineering and technical personnel and professional skills. Carry out professional technical training for employees engaged in operation management, vehicle driving, maintenance, operation scheduling, emergency management, etc., to provide talent guarantee for safe operation and management of new energy vehicles.

16. Strengthen supervision and inspection. Provincial transportation departments should strengthen the cities within their respective jurisdictions of new energy bus, taxi, urban logistics distribution vehicle the popularization and application of the supervision and inspection, the comprehensive evaluation of popularization and application target completion, the infrastructure network supporting situation, and in the end of June each year and before the end of December to the department to submit the new energy automobile application ownership (including the classification, classification of new quantity and the main measures). The ministry will timely organize supervision and inspection on the promotion and application of new energy vehicles in the transportation industry in all provinces, autonomous regions and municipalities directly under the central government.

17. Strengthen public opinion and guidance. We will carry out multi-level and diversified publicity activities, give full play to the role of the media in guiding public opinion, and vigorously publicize the remarkable effect and significant role of the promotion and application of new energy vehicles in environmental improvement and energy conservation. Organize experts to interpret the life cycle cost advantages of new energy vehicles, improve the public's awareness and acceptance of the promotion and application of new energy vehicles in the transportation industry, and form a good atmosphere conducive to the large-scale promotion and application of new energy vehicles.
