In order to prevent fire caused by electric vehicles, protect personal and property safety and maintain public safety, according to the "fire control law of the People's Republic of China" and other laws and regulations, the following notice is issued on strengthening the parking and charging of electric vehicles to prevent fire:

1. Fully understand the fire hazards of electric vehicles. In recent years, electric vehicle fire accidents occur frequently in China, and show a trend of increasing year by year. Electric cars mostly in the indoor parking and charging, some even parked in walkways, stairwells and other public areas, because most of the electric car body is flammable materials, once the fire, burning fast, and produce a lot of toxic smoke, escape difficult, easy to cause casualties. On April 25, 2011, a fire broke out in a house in jiugong town, daxing district, Beijing, killing 18 people. On September 25, 2017, a fire broke out in a rented house in yuhuan, taizhou city, zhejiang province, killing 11 people.

Second, implement the parking charge management responsibility. For residential communities and courtyards with realty service enterprises or competent units, the realty service enterprises and competent units shall implement fire control safety management for parking and charging of electric vehicles in the management area in accordance with the realty management regulations and other relevant provisions. For no competent realty service enterprise or unit, jurisdiction township people's government, street agency shall, in accordance with the law of the People's Republic of China hereby issued by the general office of the state council and the measures for the implementation of responsibility system for fire safety and other regulatory documents, and guide to help villagers' committees and residents' committee to determine the electric car parking, charging fire safety management, to carry out the management responsibility. Conditional residence area, building courtyard, should combine actual setting electric car centralized park and charging place.

Third, standardize the parking charging behavior of electric vehicles. Citizens should park electric cars in safe places and ensure safety when charging them. Parking or charging electric vehicles in public areas such as Shared walkways, stairwells and safety exits is strictly prohibited. Citizens should try not to park or charge electric cars in personal housing; If it is really necessary to park and charge the battery, measures such as isolation and monitoring shall be taken to prevent fire.

Iv. Severely punish illegal parking and charging. Realty service enterprises, competent units, villagers' committees and residents' committees shall immediately organize special inspections on parking and charging of electric vehicles in residential communities and buildings to eliminate hidden dangers in a timely manner. If an inspection finds that an electric vehicle is parked or charged illegally, it shall stop and organize cleaning up; To refuse to clean up, to the public security organs fire control institutions or public security police stations report.

Fifth, strengthen fire safety publicity and education. Property management service enterprises, competent units, villagers' committees and residents' committees shall strengthen the publicity of common sense of prevention against fires caused by parking and charging electric vehicles and the education of typical fire cases, guide the masses to enhance the awareness of fire control safety, and park electric vehicles and charge electric vehicles as required. The electric vehicles mentioned in this circular include electric bicycles, electric motorcycles and electric tricycles.

If the violation of this circular constitutes a violation of fire control management, the public security organ will punish it according to law. If a fire is caused, causing serious consequences and constituting a crime, criminal responsibility shall be investigated according to law.
